EKK opens in Hamburg with Dr. Michael Kleiber
New Partner, new Location
Effective April 1, Dr. Michael Kleiber will join Eichler Kern Klein as a partner from GvW Graf von Westphalen and will open our Hamburg office. Michael is a specialist attorney in public procurement law and has provided advice on public procurement law at GvW’s Hamburg office for ten years, most recently as an associate partner.
Reinforcements in the areas of digitalization as well as construction and planning
He has extensive experience in public procurement law, both in the area of large-scale digitalization projects and in construction and planning tenders. In addition, he is highly experienced in advising on issues related to state aid and subsidy law, constitutional law, and administrative law.
Strengthening cross-disciplinary areas: Constitutional and Administrative Law
In the field of digitalization, we have long been recognized in the market for our strong track record in advising public contracting authorities, and most recently we have helped drive forward administrative digitalization at key junctures. In addition to purely public procurement law issues, we have recently been increasingly advising on constitutional and administrative law matters arising in the context of the digital modernization of government. Here, Michael Kleiber ideally complements and deepens our existing advisory expertise, making our team even more effective in terms of content.
In the “Construction and Infrastructure” sector, we have also long been known for advising on large (transport) infrastructure projects from the bidder’s perspective. Over the past two years, we have also secured significant mandates on the client side. Here, too, Michael’s experience complements and deepens our existing consulting expertise and significantly sharpens our profile.
New Office in Hamburg Opens New Consulting Markets and Deepens Existing Relationships
The opening of our new office in Hamburg not only deepens our professional expertise but also expands our regional reach. Although we have always operated nationwide and across Europe, the new Hamburg office allows us to better maintain existing client relationships in Hamburg and better tap into the consulting market in the north. In particular, Hamburg offers a relevant and interesting market for high-quality consulting in public procurement law—both as a startup hub in the north for the digitalization sector and in the construction and infrastructure sector with upcoming major infrastructure projects.
Further Growth Planned
With the addition of Michael Kleiber, we are consistently continuing the growth trajectory of recent years and further strengthening two core areas of expertise: construction and infrastructure, as well as digitalization. We now have six partners and, as of June 2026, eight associates (including two senior associates), for a total of 14 professionals across two locations.
